El Jefe isn’t much different from El Capitan, the energy requirements are roughly the same and job exp/energy ratios are only slightly better. Easy skill points.

Even though El Jefe is already open halfway through cuba, the job ‘Pillage a Shipyard’ drops Gaff Hooks, the best lootable defensive weapon that is available from Cuba.

El Patron (Fully unlocked by level 129 )

The extremely high average exp ratio of jobs in this tier and the very low energy cost to fully master this tier make this tier by far the easiest tier in Cuba. Very much worth it for the skill points, even though this tier doesn’t really have any interesting loot drops or any real reward. Politico Corrupto requirement is also relatively low.
